In received quality detection section 108, SIR measuring section 201 measures SIR of a despread signal, averaging section 202 calculates an average value of measured SIR over predetermined N slots, subtraction section 203 subtracts reference SIR stored in storage section 204 from the average SIR, and positive-negative determination section 205 determines whether a subtracted result is positive or negative to provide to TPC bit generation section. Thereby TPC bit generation section 109 judges whether to transmit 0 or 1, i.e., an instruction indicative of increasing transmit power or another instruction indicative of decreasing the transmit power to generate a TPC bit.
