SOLUTION: Image information and sound information corresponding to the image information are respectively inputted from an image information input part 110 and a sound information signal input part 140 and digitized by an image information digitizer 120 and a sound information digitizer 150. Character information is inputted from other terminal equipment and the superimposed character information is digitized by a character information digitizer 170. The image information and sound information are digitized and sent to a signal synchronizer 130 later and the timing of both the information is acquired. A transparent digital embedding device 190 embeds images corresponding to original information sent from the signal synchronizer 130, embedded information sent from the character information digitizer 170 and key information.
