A distribution server (1) includes: terminal information acquisition means (11) which acquires terminal information on a reception terminal (5); terminal performance judgment means (13) which correlates the terminal information with terminal database (12) so as to judge the terminal performance of the reception terminal (5); connection environment judgment means (15) which judges the connection environment of the reception terminal (5); band fluctuation prediction means (17) which predicts band fluctuation for a certain period in future according to the connection environment and the current band obtained by the band measurement means (16); bit rate decision means (18) which decides an optimal bit rate of a high-quality medium to be distributed to the reception terminal (5) according to the predicted band fluctuation and a resource usable in the reception terminal (5) which has been obtained by the terminal resource acquisition means (14); and encoding means (19) which selects an optimal encoding method.
