PROBLEM TO BE SOLVED: To provide a manufacturing method of a package high in light extraction efficiency.SOLUTION: A manufacturing method of a package includes the steps of: dispersing a first reflecting member 7 having an average particle size of 0.1-1 μm into a first solution thereby to obtain a first suspension; dispersing a filler 8 having an average fiber diameter of 0.001-15 μm and an average fiber length of 1-100 μm into a second solution to obtain a second suspension; mixing the first suspension with the second suspension and bonding the first reflecting member 7 to the surface of the filler 8; dispersing a product obtained by bonding the first reflecting member 7 to the surface of the filler 8 into a first resin 6; and forming a side wall of a recessed portion 10 by the first resin 6.SELECTED DRAWING: Figure 2
