PURPOSE: To reduce the influence of a high-speed neutron to a reactor container by providing a neutron reflector at an irregular space between a reactor core and a reactor core bath for reflecting high-speed neutrons and returning them into the reactor core. CONSTITUTION: In a device, buffle and barrel regions 22 are mainly constituted of a metal to reduce the leakage of a high-speed neutron to a reactor container 10 and to reflect the high-speed neutron to a reactor core effectively. Then, a compact container including a high-density hydrogen-containing material 91 is arranged at an area of 335 deg.-25 deg., an area of 245 deg.-295 deg., an area of 155 deg.-205 deg., an area of 155 deg.-205 deg., and an area of 65 deg.-115 deg. that are extended to cover each push-out region 96. Then, a material 91 containing hydrogen is hydrogenation titanium. Since the hydrogenation titanium has a higher density than water and hence collides against a number of high-speed energy neutrons, thus reducing the influence of high-speed neutrons to the reactor container 10.
