An apparatus and method for continuously forming a pressboard product from shredded scrap paper having a thermoplastic coated thereon in which the shredded paper is deposited between two continuous facing sheets (26,28). The sandwiched construction is heated using radiant or convection heat (56, 58 a, 58 b, 60) and then compressed (16, 20 a, 20 b 24) to fuse the shredded paper together. The pressboard is thus produced in a continuous rather than a batch process.
