PROBLEM TO BE SOLVED: To provide a method to designate coding of an image by using an immediately preceding coded image for a reference image at a transmitter side like conventional inter-frame differential codings and to control so as to minimize errors, and maintain coding efficiency by allowing a receiver side to designate revision of coding using an image designated by the receiver side for a reference image or revision of coding using an immediately preceding coded image at the transmitter side like the conventional inter-frame differential codings to the transmitter side. SOLUTION: A receiver side sends consecutive reference image designation data or specific image reference designation data from a consecutive reference image designation data transmission section 117 or a specific reference image designation data transmission section 118. Thus, whether an image coded in an immediately preceding image is used for a reference image or an image decoded correctly by a receiver side is used for a reference image is designated to the transmitter side.
