PROBLEM TO BE SOLVED: To accurately control the amount of pressing bending actually executed to an earthed electrode even if the tip position of the earthed electrode in the pressing direction is dispersed between plugs. SOLUTION: In this manufacturing method, contact of a pressing punch 54 with an earthed electrode W2 is detected with a punch contact detecting means (a load cell) 155, and the position of the pressing punch 54 where the contact is detected is set as the pressing stroke starting position. By moving the pressing punch 54 by the set pressing stroke from the starting position, pressing for bending work to the earthed electrode W2 is conducted. Even when the tip position of the earthed electrode W2 in the pressing direction is dispersed between plugs, pressing stroke is set based on the contact position with the earthed electrode W2, and the amount of pressing bending actually executed to the earthed electrode W2 is accurately controlled, and generation of failure of distance between caps is suppressed.
