PROBLEM TO BE SOLVED: To provide a hydraulic turbine generator causing no problem on a frequency controller. SOLUTION: A multistage reaction turbine for the hydraulic turbine generator arranged in series on a single shaft SS is incorporated. An output stage of a hydraulic turbine responds to a fluid flow discharged from a singular or a plurality of turbine input stages, and has a plurality of movable vanes. The pitch of these movable vanes is adjusted, the flow of fluid passing through the output stage is changed, a substantially constant speed is imparted to the single shaft SS for installing the hydraulic turbine and the generator, and turbine efficiency is maximized. These turbine input stages 4, 5 and 6 can be formed as a single-stage or multistage Francis turbine, and the turbine output stage 16 can be formed as a Kaplan turbine.
