PROBLEM TO BE SOLVED: To attain the suspension of a hydrophobic powder which is not attainable or very difficult to attain by the conventional methods. SOLUTION: A stirrer is used which has a hollow cylindrical vessel, a vessel holder which houses the hollow cylindrical vessel in linkage, a liquid bottle for administration housed in the hollow cylindrical vessel, an elastic body interposed in the gap between the outer wall of the liquid bottle for administration and the inner wall of the hollow cylindrical vessel so as to insert and fix the liquid bottle for administration in the hollow cylindrical vessel and a driving mechanism which makes the vessel holder revolve on its axis and around the center of the mechanism. A suspension preparing material containing a hydrophobic powder and a dispersion medium is housed in the liquid bottle for administration, and the liquid bottle is made to revolve on its axis and around the center of the driving mechanism to attain the above purpose.
