A cathode catalyst for a fuel cell, a membrane electrode assembly containing the cathode catalyst, and a fuel cell system containing the membrane electrode assembly are provided to improve the activity and selectivity to the reduction of an oxidizing agent. A cathode catalyst comprises a carbon-based material; and 5-85 wt% of M-Ce supported on the carbon-based material, wherein M is at least one metal selected from the group consisting of Ru, Rh, Pd, Os, Ir and their mixture. Preferably M-Ce comprises 10-90 atom% of M and 10-90 atom% of Ce; and the carbon-based material is at least one selected from the group consisting of graphite, denka black, ketchen black, acetylene black, carbon nanotube, carbon nanofiber, carbon nanowire, carbon nanoball, activated carbon, and their mixture. |
