PURPOSE:To enable a 100% engine output to be continually utilized, by controlling the absorptive horsepower of a pump so as to be equalized to the engine output in a maximum rack angle position when the estimated necessary rack angle of an engine is in a maximum rack angle or more. CONSTITUTION:A necessary rack angle estimater 26 presumes a necessary rack angle Le from a rack angle detection value La of an engine 1 and its speed NE. When said necessary rack angle Le exceeds a predetermined maximum rack angle, a signal Lc of the necessary ack angle Le/maximum rack angle is output by a counter 27. While a divider 29 inputs said signal Lc and a tilt-roll angle detection value phia of a pump 2 to output a signal phic. And a minimum value selector 30 inputs said signal phic and a delivery command signal phi by a control lever 7 so as to control a tilt-roll angle of the pump 2 by a signal phi* of smaller level.
