PURPOSE:To stably extract a feature by dividing a character picture into plural mesh areas substantially equally including feature picture elements based on the total number of the feature picture elements and a histogram. CONSTITUTION:According to the feature processing of the character picture, a direction code is applied to the character line contour picture element (white picture element). Simultaneously with this processing, the total number PE of the direction code applying picture elements (feature picture element) and the histogram HXi, HYj of a projection to an X direction axis and a Y direction axis are obtained and registered in tables 132, 134. The N-division processing to the X direction of the character picture and the M-division processing to the Y direction are carried out, thereby, the character picture is divided into the mesh areas of NXM including the feature picture elements as equally as possible. In such a way, the mesh area division adaptive to the transformation of the character can be attained.
