<p>PROBLEM TO BE SOLVED: To provide a charger capable of supplying electric power necessary for full charging in charging a secondary battery with high capacity using a solar battery with a small area. SOLUTION: This charger 1 is provided with a storage function part 4 consisting of a solar battery 3 and a lead battery for storing the output from the solar battery 3 once, a charging and discharging control circuit 5 controlling the charging and discharging of the storage function part 4, a counter-flow preventing diode 6 for preventing counter-flow into the solar battery 3 from the storage function part 4, and a counter-flow preventing diode 7 for preventing counter-flow into a secondary battery 2 from the storage function part 4.
