METHOD AND DEVICE FOR BIT RATE CONTROL IN VIDEO OR AUDIO ENCODER

PROBLEM TO BE SOLVED: To provide bit rate control algorithm which does not have a large influence on visible image quality of encoded video sequence and does not cause deterioration in audio encoding. SOLUTION: Output bit rate of an MPEG2 video encoder is dependent on data transmission rate of a source, contents of details or an extent of motion of an image of the source, and a set value of a quantizer. The control of the output bit rate of the encoder is based on a filling level of a buffer including a VLC word. The set value of the quantizer is adapted in order to realize the constant encoder output of the bit rate corresponding to real filling level of the VLC buffer. In application using a DVD-RAM, it includes the mechanical buffer of a DVD recorder, and a DVD-RAM disk itself loaded therein. A bit rate control scheme is mainly applied to the set value or the characteristic of the quantizer.
