The inspecting apparatus has a transmitter-receiver combination type for illumination by scanning a emitted laser beam in a range of lighting addresses near the grazing incidence on the surface of the structure to inspect. Uniform distribution retro reflectors are provided and are used on the line of control and direction of observation to the next address of retro reflection, and allow acquiring information on the movements of the dynamic structure to a normal direction. An apparatus is also provided for generating laser beam alignment. An independent claim is also included for an inspecting method.
