A radio terminal (10) includes: an MIH user (14) which manages mobility from a first network to a second network; and an MIH function unit (13) which controls a handover from the first network to the second network. An MIH user (14) reports to a link control unit (12) via the MIH function unit (13), a condition setting request containing a first judgment logic equation as a condition for starting the second network and establishment of the radio link and a second judgment logic equation as a condition for executing a handover from the first network to the second network. The first judgment logic equation and the second judgment logic equation indicate a combination of threshold values to be satisfied by a plurality of radio parameters in the first network and the established radio link.
