PROBLEM TO BE SOLVED: To provide a transmission device capable of communication with improved stability.SOLUTION: A transmission device (first logic execution device 10 in a facility monitoring system) includes a determination unit 114. The determination unit determines whether transmission processing should be waited or not at a communication buffer 121 including a plurality of buffers for storing transmission data or reception data from another device.
