PROBLEM TO BE SOLVED: To provide an air-conditioning control device, a server device, an air-conditioning control system, an air-conditioning control method, and an air-conditioning control program capable of improving the comfort of a person present in a space.SOLUTION: An air-conditioning control device of an embodiment comprises a user-motion recognition unit, a calculation unit and a determination unit. The user-motion recognition unit recognizes a motion of a user. The calculation unit calculates a heat release value of heat generated by the user on the basis of user motion information that is information indicating the motion of the user which has been recognized by the user-motion recognition unit. The determination unit determines a controlled variable for controlling an air-conditioner to operate on the basis of the heat release value which has been calculated by the calculation unit.SELECTED DRAWING: Figure 1
