PROBLEM TO BE SOLVED: To provide a control device, etc. for preventing the transition of a terminal, having a mounted function to automatically sleep according to a non-communication state for a predetermined time, to a sleep mode during downloading.SOLUTION: The control device includes: terminal address storage means for storing a terminal address in advance; connection monitor means for monitoring a connection between a server and a terminal having the address stored in the terminal address storage means; and dummy data transmission means for transmitting dummy data, not including user data, to the terminal, on detection of a confirmation message transmitted from the terminal to the server. |
