PROBLEM TO BE SOLVED: To enable an agent to perform the facility property of transfer of personal authority in a real world, a receiving and sending function that constitutes a personal environment, a user' connection movement and a connection of application/service by being constituted as to a service agent in each authority information which contains a unit of individual right and responsibility which user in the real world has. SOLUTION: A system consisting of agents that deputize a work has a self- management agent AA1, and user agents UAa and UAb and service agent SAa and SAb in each of two authorities respectively. They are respectively identified by the authorities A and B which are the same authority ID. The agents SAa and SAb belong to at least one service agent based on a social structure of a real world and hold additional information that comprises relevance and a role based on various authorities in the real world differently.
