PURPOSE:To obtain the high compressibility of data by dividing the pseudo half tone picture binarized by a dither method into MXN areas, forming the pattern lane of the binarization picture every picture element array in the respective divided blocks and performing a run length encoding every formed pattern plane. CONSTITUTION:The dither picture is divided into the MXN areas, the 2<(>MXN<)> pattern planes of the binarization picture are formed every picture element array of the respective blocks are the run length encoding is carried out for the respectively formed 2<(>MXN<)> pattern planes. For instance, in an encoding side, an inputted 4 bit serial dither signal 1 is converted into a 4 bit paraller unit block, inputted to a decoder 4 and the decoded 16 bit decode data signal 5 is directly inputted to a memory part 6. The inputted 16 bit decode data in stored in a page memory of 16 sheets to form the 16 sheets of the pattern planes. A binarization picture data signal 16 every pattern plane is outputted to a run length encoder 17 from the memory part 6 by a change over signal 14.
