<p>PURPOSE: To prevent the degradation of picture quality even when a code amount is substantially reduced and to perform efficient encoding by performing warping motion compensation by a motion vector and reconstituting skipped plural frames which are not present in a received code string. CONSTITUTION: An analyzer 1 monitors the frames inputted at present and the code string of a buffer 20, analyzes the quantitative change, determines a skipped frame number and informs a multiplex means 2 and a timing generator 3. The tinning generator 3 fetches the skipped frames for a specified frame number while discriminating whether or not skipping is performed to the frames inputted at the present by operating a switch 5. Thereafter, a warping motion compensation operation is performed for the respective frames, predictive error signals which are different with the frames inputted at the present are encoded as predictive error codes and the encoding signals of the motion vector, the predictive error codes of the frames and the encoding signals of a frame number are multiplexed in the multiplex means 2 and outputted as the code string.</p> |
