PURPOSE: A method for controlling a hand-off in a mobile communication system is provided to use a base station channel efficiently, and to improve a speech quality, and to increase a capacity by controlling a hand-off threshold value according to a location of a mobile station. CONSTITUTION: A threshold(T_ADD) is set up differently according to a service area, and the service area is divided according to the number of a user. A mobile station measures a pilot power strength of each of an accessed base station and a neighbor base station. When the pilot power strength of the neighbor base station is bigger than a threshold(T_ADD), the mobile station transmits a PSMM(Pilot Strength Measurement Message) to the accessed base station. A CCP(Call Control Process) of the accessed base station analyzes the PSMM, and orders that the accessed mobile station performs a soft hand-off procedure. Next, a pilot release timer(T_DROP) is set up differently according to the service area. when the pilot power strength of the neighbor base station is smaller than a threshold(T_DROP), a release timer operates. After a fixed time passes, the mobile station transmits the PSMM to the accessed base station. The CCP analyzes the PSMM, and orders a hand-off release procedure.
