PROBLEM TO BE SOLVED: To provide a digital broadcasting system capable of smoothly proceeding work related to a manual issuing type event message. SOLUTION: This system is provided with an authoring part 101 for generating contents 121 including the definition of the manual issuing type event message, a contents registering part 130 for registering the generated contents 121 in a transmission system 110, a segmenting part 131 for segmenting the manual issuing type event message included in the contents 121 ahead of the registration by the registering part 130, and the transmission system 110 for storing the segmented manual issuing type event message, also issuing the stored manual issuing type event message based on an instruction from an operator, and multiplexing and transmitting the manual issuing type event message together with the registered contents from the registering part 130.
