<p>PROBLEM TO BE SOLVED: To provide a time lapse recording encoding system capable of recording and reproducing a picture having a small block distortion at an ordinary time and recording and reproducing a fresh picture of high resolution at an emergency state occurring time. SOLUTION: The time lapse recording encoding system has an ordinary recording mode for recording for a long time and an alarm recording mode for recording in a high quality at an alarm sensing time. The system comprises means (20, 22) for accelerating a bit rate of recording when an alarm is sensed to raise a recording quality; and means (12, 14, 16 and 22) for suppressing a highfrequency component of a picture signal tending to be recorded when the alarm is not sensed, alleviating the suppression of the highfrequency component of the signal tending to be recorded when the alarm is sensed, or eliminating the suppression of the highfrequency component.</p> |
