PROBLEM TO BE SOLVED: To facilitate brush fitting work by fitting a brush into a brush holding part which is formed in one body integrated with terminals put on a hoop material. SOLUTION: When the hoop material 71 is pressed into terminals 30a, 30b, fitted with and integrated with brush holding parts 34 and brush springs 33, the terminals 30a, 30b are press-punched, so that each holding part 34 is supported at at least three spots with a brush spring 33 and uniting parts 72, 73 of the hoop material 71. Next, a brush 40 is fitted into a holding part 34 in a state with the terminals 30a, 30b being united to the hoop material 71. After that, the terminals 30a, 30b are cut and separated from the hoop material 71.
