An apparatus and a method for generating a transmission line are provided to operate a transmission facility management system effectively by accurately tracking a port and unit of a transmission device when a transmission line has an error, and extracting a transmission line affected by a failure of a unit of a transmission device and a damaged subscriber. A screen image processing unit(112) displays information on a transmission device and a unit to which a transmission line is to be generated and processes an operation of generating a transmission line. A database(119) stores multiple unit catalog information corresponding to each device to which a transmission is to be generated and multiple transmission line time slot template information corresponding to each device. A unit catalog processing unit(113) searches the database(119) for unit catalog information corresponding to transmission device information selected from the screen image processing unit(112) and outputs the searched information through the screen image processing unit(112). A transmission line time slot template processing unit(114) searches the database(119) for transmission line time slot template information corresponding to the selected transmission device information and outputs the searched information through the screen image processing unit(112). A data generating unit(116) generates transmission line data while connecting the selected unit catalog information and the transmission line time slot information.
