PROBLEM TO BE SOLVED: To provide a developing device that can disperse scattering of developer from the inside of the developing device to the outside in a direction of the rotational axis of a supply member, and an image forming apparatus.SOLUTION: A developing device 34 comprises: a supply member 62 that supplies developer to an image holding body holding a developer image; a developing device body 46 that rotationally supports the supply member 62; and a closing member 72 that is fixed to the developing device body 46 at one end and is in contact with the supply member 62 at the other end being a free end to close a gap formed between the developing device body 46 and the supply member 62.
