According to an embodiment of the present invention, a device for promoting the growth and the regeneration of the hair and the skin tissue comprises: a terahertz light source for outputting an electromagnetic wave in the terahertz band; a beam blocking member for blocking the output of the electromagnetic wave at constant time intervals; and an optical irradiation unit for changing the angle of the electromagnetic wave irradiated to the skin tissue in which the hair grows, to the predetermined setting. According to an embodiment of the present invention, the device for promoting the growth and the regeneration of the hair and the skin tissue induces the regeneration of the skin tissue and the activation of cell division.
