PURPOSE:To perform top sealing securely and rapidly by a method wherein a fused line made of twisted line is provided by tightly attaching on the surface of a ribbon heater and covering with an anti-welding sheet so that a sealed surface is fused by the fused line at the same time as impulse sealing by the ribbon heater. CONSTITUTION:A ribbon heater 2 is provided on the surface of a seal bar 1, a fused line 3 is provided tightly attached to the surface of the ribbon heater 2, the ribbon heater 2 and the fused line 3 are covered with an anti-welding sheet 4 so that a package film may not be welded on the heater 2 and the fused line 3, and the ribbon heater 2 and the fused line 3 are insulated. A sealed part of a package P is interposed between a seal bar 2 and a seal receiving pad 12 while a sealed surface 13 is formed by heating and welding by the ribbon heater 2 and the fused line 3 fuses the mid of the sealed surface 13. Since the fused line is positioned in the sealed surface 13 to secure top sealing, and even if a film 14 of the package P is rather thick and temperature of the fused line 3 is made high with respect to the ribbon heater 2, secure fusion is performed with short seal time.
