A semiconducting composite insulator comprises a sheath of insulating material disposed around a core element. At least one thin outer layer of the sheath is formed of a semiconducting polymer and at least one conductive filler, selected from the group consisting of carbon black, a metallic powder, metallic fibres and carbon fibres, is incorporated into the thin outer layer of the sheath.
