PROBLEM TO BE SOLVED: To provide the assembling/disassembling device of ATM(asynchronous transfer mode) cells with less jitters included in output signals even in the case that a transmitted RTS(residual time stamp) value is omitted by cell loss or the like. SOLUTION: An RTS from a transmission side is inputted to a selection part 21, the received RTS is selected when no RTS omission is present and a generated RTS is selected when the RTS omission is present. The selected RTS is sent to an SRTS processing part 6 and transmission side clocks are reproduced and used for cell disassembly. A delay part 22 delays a present RTS value and turns it to a previous RTS value. A tn -tn-1 computing part 23 calculates a present RTS value difference from the present RTS value and the previous RTS value. An A/A+1 output part 24 outputs (A+1) only once after outputting A to output (c) for X times at the time of defining the linear approximation fraction of the decimal part of the difference M of a time stamp as 1/(X+1) and the low-order digit of the integer part of the difference M as A based on the reception sequence of the present RTS value difference. A tn-1 +c computing part 25 adds the output (c) and the previous RTS value and attains the generated RTS.
