PROBLEM TO BE SOLVED: To provide an ultrasonic wave transmitter-receiver, a manufacturing method for the ultrasonic wave transmitter-receiver and an ultrasonic wave flow meter that reduces dispersion in the characteristic so as to stabilize the accuracy and improves the durability or the like. SOLUTION: The ultrasonic wave transmitter-receiver includes a piezoelectric body 2 and an acoustic matching layer 3, the acoustic matching layer 3 is made of an inorganic oxide or a dry gel of an organic high polymer and the solid skeleton of the dry gel is made hydrophobic. Through the configuration above, the hydrophobized solid skeleton of the dry gel provides the acoustic matching layer 3 with a very light weight and a small acoustic impedance for the ultrasonic wave transmitter-receiver. Furthermore, high homogeneity of the dry gel provides the stable ultrasonic wave transmitter-receiver with less dispersion of characteristics.
