PROBLEM TO BE SOLVED: To preferentially handle emergency communication etc., by a simple and effective method when the emergency communication is made. SOLUTION: Disclosed is a communication system which establishes communication for emergency between a base station 100 and a mobile station 200a in case of emergency, and the mobile station 200a switches output adjustment from a normal mode to an emergency mode to make communication for emergency with as large output as possible. The base station 100 receives an intense radiowave from the mobile station 200a which communicates for emergency, and continues to output a suppression signal for suppressing the signal intensity to the other mobile station. The other mobile station is suppressed by far-near effect and the base station 100 is disabled to communicate except the emergency communication. Only the mobile station 200a which communicates for emergency establishes a communication line with the base station 100.
