PROBLEM TO BE SOLVED: To reduce current consumption by supplying no through current even if input of a circuit of a high-voltage source system becomes unstable when a low-voltage side power source is turned off while the high-voltage side power source is held ON. SOLUTION: An input signal from a low-voltage power source system signal input terminal 100A is passed through a capacitor 102, passed through an inverting circuit 101, and passed through a capacitor 103 to generate spike waves with a trailing edge and a leading edge of the input signal, and a data latch circuit 109 is set and reset with those spike waves, and also pull up other-end sides of the capacitors 102 and 103 to the voltage of the high-voltage power source system by P channel MOS transistors 105 and 106 for pull-up.
