PROBLEM TO BE SOLVED: To relieve the effect of deterioration in throughput due to channel deterioration in a wireless channel. SOLUTION: The channel band control apparatus includes: a prediction information generating section for predicting deterioration in the transmission quality of a wireless channel between a wireless base station and a wireless terminal station apparatus on the basis of the distribution, moving speed and path of rainfall intensity predicted from rainfall information acquired in advance and the positional information of the wireless base station and the wireless terminal station apparatus; and a band control section for controlling a channel band on the basis of prediction information generated by the prediction information generating section. The band control section usually provides prescribed priority to each wireless channel for communication, provides higher priority than that in a usual state to a wireless channel when the channel quality of the wireless channel is predicted to be deteriorated, and prioritizes the communication of the other wireless channel when the channel quality of the wireless channel is deteriorated, further provides the priority of the usual state for communication when the deterioration in the channel quality of the wireless channel is recovered.
