Provided are a polymer electrolyte membrane for a fuel cell which is excellent in dimension stability and hydrocarbon fuel barrier property, a method for preparing the polymer electrolyte membrane, and a membrane electrode assembly for a fuel cell using the polymer electrolyte membrane. A polymer electrolyte membrane comprises a polymer electrolyte membrane base; and a crosslinked polymer layer which is formed on at least one surface of the polymer electrolyte membrane, wherein the crosslinked polymer layer comprises a polymer matrix formed by crosslinking a curing oligomer and an inorganic additive present in the polymer matrix. Preferably the inorganic additive has an average particle size of 2-1,000 nm and the crosslinked polymer layer has a thickness of 1-10 micrometers.
