<p><P>PROBLEM TO BE SOLVED: To provide a charging ventilation member capable of charging and flocculating the dust by a simple structure without reducing the suction flow rate; and a vacuum cleaner equipped with the same. <P>SOLUTION: The charging ventilation member 100 is a ventilation member in which an inlet and an outlet communicate with each other to form a ventilation path, and an air current passes through the ventilation path when the ventilation member is connected to a blower. The ventilation member has a first charging part 101 to positively contact-charge the dust and a second charging part 102 to negatively charge the dust. When the dust is carried by airflow through the ventilation path, the dust is brought into contact with the first charging part 101 or second charging part 102 to be charged with different polarities. The charging ventilation member 100 is characterized by the formation of a dust cluster of the positively or negatively charged dust. The charging ventilation member 100 includes an outer frame 103 disposed on the outer side of the first charging part 101 and the second charging part 102.
