<P>PROBLEM TO BE SOLVED: To evade unnecessary image blurs and to reduce the number of required filtering operations. <P>SOLUTION: In an image encoding device provided with a processor for selectively filtering a boundary between two adjacent blocks in an image, the processor uses movement prediction information and/or movement compensation information for the adjacent image blocks and executes selective filtering based on the information.
