A variable compression ratio valve apparatus is provided to improve startup performance under the low temperature environment by increasing a compression ratio using the expansion of a spring if the pressure of a combustion chamber is low. A variable compression ratio valve apparatus is formed by dividing a seat portion of a valve into an upper valve(11) and a lower valve(13), installing a leaf spring(50) between the upper valve and the lower valve, and inserting a retainer ring(30) to unify the upper and lower valves, wherein the leaf spring expands to keep the entire spring system not to be compressed if the internal pressure of a cylinder is lower than the pre-load of the leaf spring, and the leaf spring is compressed and restored to the original compression ratio if the internal pressure of the cylinder is larger than the pre-load of the leaf spring.
