PROBLEM TO BE SOLVED: To solve the problem that an execution order of individual pieces of processing is not decided in consideration of optimizing compensation transactions in workflow processing.

SOLUTION: A workflow execution control program sequentially calling in turn a plurality of services to be provided by one or more service providing servers 50 makes a computer connected to one or more service providing servers 50 function as a service measuring unit 26 calculating a processing cost and an error occurrence probability for each of the services by using a processing result for each of the services; as a normalized cost calculation unit 24 calculating for each of the services processing costs of other services to be caused by an error of one service and a normalized cost which is a cost normalized by using the occurrence probability of the error; as an execution flow determination unit 23 determining execution order of the services in accordance with the calculated normalized cost; and as a service calling unit 28 sequentially calling the services to the service providing servers in accordance with the execution order.
