<P>PROBLEM TO BE SOLVED: To provide an entry and exit system applying easily and flexibly an anti-passback control which differs for every user group. <P>SOLUTION: The entry and exit determination apparatus 30 stores a current section ID which represents an ID card user's current location for every card ID, and stores a departing section ID and a destination section ID for each combination of a card terminal and a user group. The apparatus 30 acquires a current section ID corresponding to the card ID of the card information from the card terminal, acquires the departing section ID and the destination section ID of the card terminal associated to the group which the user belongs to, and determines an occurrence of a passback violation by the user by comparing the current section ID and the departing section ID.
