PURPOSE:To omit such a case where a message is transmitted again to a store and forward exchange device through a terminal at the transmitter side, by avoiding erasion of the message stored once in a store file device in case a repeating installation, such as exchange, has a trouble or the relaying is impossible. CONSTITUTION:In case all corresponding parts of transmission lines 71-7j have troubles in an exchange 2 or the relaying is impossible, the corresponding message is not transmitted to a terminal 41 at the receiver side until those troubles are all recovered. While the message stored in a store file device 11 is not erased. When those troubles are recovered, a store and forward exchange device 1 delivers the message stored in the device 11 as long as the terminal 41 is normal. Thus it is not needed for the terminal 41 to retransmit many times the messages to the device 1 even in case the repeating installation (include a connection device like a changeover switch, etc.) such as an exchange, etc., has a trouble or the repeating is impossible.
