PROBLEM TO BE SOLVED: To perform a charging processing to the user of a vehicle by simple constitution. SOLUTION: An on-vehicle equipment 30 reads area information from an IC card 232 and stores it in a memory 230. The area information includes the data of a charging object area and the charging amount of the area, etc. When the vehicle travels, the position of the vehicle is specified by GPS signals and whether or not it is the charging object area is judged by using the area information (table) read from the IC card 232 and stored in the memory 230. When it is the charging object area, the charging amount is calculated by using the area information (table) and charging is performed. Thus, even in the case of not loading a communication equipment, the charging object area is easily specified and the charging processing is appropriately performed.
