PROBLEM TO BE SOLVED: To realize decision of communication quality and establishment of connection under the leadership of a receiver side and to provide an efficient transfer method depending on a load state of a network. SOLUTION: In the case of sending a transfer request message of image data from an image client 2 to an image server 1, request communication quality such as a maximum allowable time is imbeded in advance in the transfer request message. The image server 1 obtains a traffic parameter of image transfer connection to the image client 2 based thereon and establishes the connection. The image server 1 changes the image quality by transferring only contour data or the contour data and a major image data unit only by which part of the image is indicated when a transfer speed is decreased due to a heavy load of a network so as to secure a maximum allowable wait time designated in advance by the image client 2. |
