PROBLEM TO BE SOLVED: To enable filter washing or using under water by polarizing an electret filter or insulating and water proofing the charged surface of a charged fiber and to apply the insulated and water proofed elecret filter for a functional water generator to generate a reduction functional water by the electrolytic dissociation action due to high electric field. SOLUTION: Relating to the filter, high collection performance is kept by applying a water proofed and insulated coating film 4 on the charged fiber 2 of the elecret filter 1 to hold high electric field even in the filter-washing or the use under water. Further, in the application of the generation of the functional water, water is dissociated by the high electric field action to form hydroxyl ion and to generate the reduction functional water. |
