SOLUTION: This portable communication terminal device having a function transmitting information to the other party via a communication circuit is equipped with a detecting means for detecting information of other environmental situation, a change detecting means for detecting that the detected information has changed from a previously set threshold value, a transmitting means for transmitting the detected information to the other party via the communication circuit in accordance with the detection of change by the change detecting means, and a reproducing means for reproducing the previously set information in accordance with the detection of change by the change detecting means.
