PROBLEM TO BE SOLVED: To provide an operation inputting device and a joy stick device which can be more easily inclined to a specific direction by a user than a conventional one. SOLUTION: An operation knob 170 is mounted on a stick part 161 of a joy stick 160, and a center 172a positioned on an axial line 161a of the stick part 161 is surrounded by a circular protrusion 173 so that an operation face 172 almost orthogonal to the axial line 161a of the stick part 161 can be divided into an inside area 172A and an outside area 172B.
