PROBLEM TO BE SOLVED: To provide a circuit operation simulation system which simulates the operation of a semiconductor integrated circuit where a plurality of circuits operating at different source voltages coexist, and the operation of the semiconductor integrated circuit at various source voltages. SOLUTION: The system comprises: a library including a plurality of factors for determining the delay times of a plurality of kinds of logic blocks as the functions of source voltages; an input means for inputting circuit arrangement information and source voltage information; a connection data creation means 200 for creating circuit connection data; a delay time calculation means 201 for calculating the delay times of the plurality of logic blocks constituting the circuit, using the circuit connection data, the source voltage information and the plurality of factors included in the library, and based on the delay time functions showing the delay times as the functions of source voltages; and an operation simulation means 202 for simulating the operation of the circuit based on the delay times.
